It does not, therefore, depend on human desire or effort, but on God’s mercy. For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.” Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden. Romans 9:16-18 NIV

The ending of these verses makes it seem like God made Pharoah a bad person, doomed him to be lost forever. God knows already the heart of every person. God can use bad to accomplish His good. He chose Pharoah, whose heart was not into God, to let His Almighty power be shown as He led the Israelites out of captivity in Egypt. God, through His Son Jesus Christ leads those who belong to Him out of captivity to sin and into eternal life. Yes, God is merciful and compassionate, but we must have a heart that belongs to Him in order to receive His mercy and compassion.
