If I have submitted an article to the challenge and it didn't win, is it alright to submit to another publication? I think I know the answer, but have to check. There are a couple of submissions that I would like to reuse. Thanks.

Once winners have been announced, you're allowed to do whatever you want with your articles. However, some publications consider them "previously published", as they appear online. So as long as the publisher knows that and is ok with it, you're golden
Many people have sold them to other publications, sometimes as is, sometimes after polishing them up/making changes. Others have used them as jumping off points for novels.

When a Level 1 member places first in their category, but they have already submitted their next week's entry as a Level 1, do you automatically switch that entry to a Level 2 for them............

Emma, no--but don't worry about it. This happens to everyone who moves up a level, and it's totally fine. The timing of the contest and the announcement of the placements each week makes it pretty much inevitable. Just enter in the new level the next week.
