I was reading an article when I came upon this: " You know what? " she said. " The quotes are not mine. Should a comma come before the 'she?'

Hi Lillian.

Simple answer, no.

The question mark replaces the need for a comma. Same with exclamation marks. However, as shown, you still use a lower case "s" for she because it's a dialogue tag.
