I think maybe it is because I use a lot of repetition for effect in my own poems.
To me the three same verses said; "I wondered why this man in black was there," cynically, "was he holy?" It seemed a comment on a particular type of person; the kind who appears religious but you are just never sure where they are coming from.
It would be so interesting to know why you wrote this and where the idea came from.
